The Office of Budget and Fund Management (OBFM) is responsible for the implementation, execution, and control of the state budget as promulgated by the legislature through the appropriation process. OBFM functions as the Governor’s Budget Office and develops and prepares the annual executive budget recommendation for presentation to the legislature; OBFM compiles various fiscal and operational analyses of state agencies, programs, and legislation.

Pursuant to '7-1-251, Mississippi Code of 1972, as annotated, the Department of Finance and Administration shall be the Office of the Governor, Division of Federal-State Programs.  Through its Office of Budget and Fund Management, the Department of Finance and Administration provides assistance to state departments, agencies and institutions in the development of federal programs so that the people of Mississippi can be assured of fair, efficient and coordinated planning and administration of these programs.  Within the Office of Budget and Fund Management, the State Clearinghouse Officer also reviews applications for federal assistance in accordance with State and Federal Executive Orders.

Effective January 15, 2010, the MS Intergovernmental Review Process will
end. Applicants for federal funds should submit their Standard Form 424 directly to their federal funding source. Applicants should indicate on the form that either the program has not been selected by the state for review under the Executive Order 12372 process or that the program is not covered by Executive Order 12372. You may consult the Catalog of Federal Domestic Assistance website at http://www.cfda.gov to ascertain coverage under Executive Order 12372.
