The Office of Insurance administers the State and School Employees' Life and Health Insurance Plan, the State Agencies' Self-Insured Workers' Compensation Pool, and the Employment Compensation Revolving Fund. The Office manages these plans either directly or through administrative contracts, which are procured through a competitive bid process.

The Office evaluates plan benefits and costs; adjusts benefits and/or premiums to improve service and ensure financial soundness; collects and disburses payments from insurance pool funds; manages vendors; communicates insurance information to employees, agencies, and school districts; and arbitrates and resolves claims disputes and appeals.
